nope … the chat line is privately owned and they have the right to exclude anyone they wish for any non-discriminatory reason.

1st and foremost, cellphone conversations are not private. Yes, you can be cut off permanently from any commercial chat line. If it is really important to you, you may be able to explain the matter to the chat host and at least get them to consider your version of the story.

Violating terms of use is stipulated in chat lines, chat rooms, and can mean permanent banning. Totally legal since they are operated by a private entity or corporation and not subject to what you would call “free unregulated speech”. If you are sure you did not violate the rules, ask them if they can prove you did and maybe play back a taped version of just what was said.
