Its best to use premade chat systems cost efficient, maintenance free, and why rely on your own server so you can’t have faster loading speeds.

A free basic chat script is available at. It has no (or limited) formatting, so you can develop it to your liking.
I would do your features for around 300 Euros.

it all depends upon the site, if its a high flow site with 1500+users a day, or a low flow with maby 10-100 users.

high flow, try and find a good designer offer starts at around $250-$450. dosent like that or wants more offer $550 max. if he dosent take say “alright i will get someone else” and i will guarantee he will except.
